The <\/span>Hon<\/span>‘<\/span>ble <\/span>NGT <\/span>vide <\/span>order <\/span>O<\/span>.<\/span>A<\/span>. No<\/span>.<\/span>681 <\/span>dated <\/span>06<\/span>–<\/span>08<\/span>–<\/span>2019 <\/span>has <\/span>observed <\/span>that <\/span>“<\/span><\/i>the <\/span><\/i>timeline <\/span><\/i>to <\/span><\/i>reduce <\/span><\/i>the <\/span><\/i>air <\/span><\/i>pollution <\/span><\/i>b<\/span><\/i>y <\/span>30<\/span>% <\/span>needs <\/span><\/i>to <\/span><\/i>be <\/span><\/i>reduced <\/span><\/i>and <\/span><\/i>the <\/span><\/i>target <\/span><\/i>of <\/span><\/i>reduction <\/span><\/i>needs <\/span><\/i>to <\/span><\/i>be <\/span><\/i>increase<\/span><\/i>d<\/span><\/i>, <\/span><\/i>having <\/span><\/i>regard <\/span><\/i>to <\/span><\/i>adverse <\/span><\/i>effect <\/span><\/i>on <\/span><\/i>public <\/span><\/i>health <\/span><\/i>and <\/span><\/i>in <\/span><\/i>v<\/span>iew <\/span><\/i>of <\/span><\/i>c<\/span><\/i>o<\/span><\/i>nstituti<\/span><\/i>ona<\/span><\/i>l <\/span><\/i>mandate <\/span><\/i>of <\/span><\/i>fundamental <\/span><\/i>right <\/span><\/i>to <\/span><\/i>breathe <\/span><\/i>clean <\/span><\/i>a<\/span><\/i>ir<\/span><\/i>. <\/span>It <\/span>further <\/span>states <\/span>tha<\/span><\/i>t <\/span><\/i>th<\/span><\/i>e <\/span><\/i>ai<\/span><\/i>r <\/span><\/i>pollution <\/span><\/i>caused <\/span><\/i>by <\/span><\/i>DG <\/span><\/i>sets <\/span><\/i>need<\/span><\/i>s <\/span><\/i>to <\/span><\/i>be <\/span><\/i>a <\/span><\/i>p<\/span><\/i>ar<\/span><\/i>t of <\/span><\/i>the <\/span><\/i>a<\/span><\/i>ction <\/span><\/i>pla<\/span><\/i>ns<\/span><\/i>, <\/span><\/i>w<\/span><\/i>h<\/span><\/i>ich <\/span><\/i>m<\/span><\/i>ay<\/span><\/i>, <\/span><\/i>if <\/span><\/i>n<\/span><\/i>eces<\/span><\/i>sar<\/span><\/i>y<\/span><\/i>, <\/span><\/i>re<\/span><\/i>qui<\/span><\/i>re <\/span><\/i>retrofitting <\/span><\/i>of <\/span><\/i>Emission <\/span><\/i>Control <\/span><\/i>Devices<\/span><\/i>\/<\/span><\/i>Equipment <\/span><\/i>on <\/span><\/i>ge<\/span><\/i>n<\/span><\/i>erators <\/span><\/i>already <\/span><\/i>in <\/span><\/i>use<\/span><\/i>“<\/span>. <\/span>It <\/span>further <\/span>states <\/span>that <\/span>the <\/span>air <\/span>pollution caused <\/span>by <\/span>DG <\/span>sets <\/span>n<\/span>eeds <\/span>to <\/span>be <\/span>part <\/span>of <\/span>the <\/span>acti<\/span>on <\/span>p<\/span>lans<\/span>, <\/span>which <\/span>may<\/span>, <\/span>if <\/span>necessary <\/span>require <\/span>retrofitting <\/span>of <\/span>Emission Control <\/span>Devices<\/span>\/<\/span>Equipments <\/span>on <\/span>DG <\/span>sets <\/span>already <\/span>in <\/span>use<\/span>.<\/span><\/p>\n

In <\/span>this <\/span>re<\/span>g<\/span>a<\/span>rd<\/span>, <\/span>TNPC <\/span>Board <\/span>has <\/span>issued <\/span>a <\/span>notification <\/span>regarding <\/span>retrofitting <\/span>of <\/span>emission <\/span>control <\/span>devices<\/span>\/<\/span>equipment <\/span>in <\/span>DG <\/span>Sets <\/span>with <\/span>capacity <\/span>of <\/span>125 <\/span>KVA <\/span>and <\/span>above <\/span>on <\/span>10<\/span>.<\/span>6<\/span>.<\/span>2020 <\/span>and <\/span>issued <\/span>another notific<\/span>at<\/span>ion <\/span>on <\/span>8<\/span>.<\/span>1<\/span>0<\/span>.<\/span>2<\/span>02<\/span>0 <\/span>for <\/span>extension <\/span>of <\/span>time <\/span>limit <\/span>up <\/span>to <\/span>31<\/span>.<\/span>3<\/span>.<\/span>20<\/span>21<\/span>.<\/span>The emission <\/span>control <\/span>device <\/span>has <\/span>to <\/span>be <\/span>tested <\/span>for <\/span>equivalent <\/span>kVA <\/span>rating <\/span>of the <\/span>DG <\/span>set <\/span>by <\/span>one <\/span>of <\/span>the <\/span>5 <\/span>CPCB <\/span>recognized<\/span>\/<\/span><\/i>approved <\/span>labs <\/span>o<\/span>ver <\/span>ISO<\/span>–<\/span>8178 <\/span>5 <\/span>mode <\/span>D2 <\/span>cycle<\/span>. <\/span>The <\/span>equivalent <\/span>kVA <\/span>is <\/span>considered <\/span>if <\/span>either <\/span>the <\/span>rated <\/span>power <\/span>or <\/span>swept volume <\/span>of <\/span>the <\/span>test <\/span>engine <\/span>is <\/span>in <\/span>the <\/span>range <\/span>of <\/span>+ <\/span>25 <\/span>% <\/span>of <\/span>the <\/span>rated power or swept volume of the engine for which the device is being used. <\/span><\/p>\n

Considering <\/span>th<\/span>e <\/span>requests <\/span>made <\/span>by <\/span>various <\/span>industries <\/span>a<\/span>nd <\/span>organizations <\/span>due <\/span>to\u00a0<\/span>the <\/span>following <\/span>r<\/span>ea<\/span>s<\/span>o<\/span>n<\/span>s<\/span><\/p>\n

1<\/span>. <\/span>Financial <\/span>Constraints <\/span>faced <\/span>by <\/span>the <\/span>industries<\/span><\/p>\n

2<\/span>. <\/span>Lockdown <\/span>due <\/span>to <\/span>Covid<\/span>–<\/span>19 <\/span>pandemic<\/span>. <\/span><\/p>\n

The <\/span>deadline <\/span>to <\/span>comply <\/span>with <\/span>the <\/span>conditions <\/span>for <\/span>retrofitting <\/span>of <\/span>emission <\/span>control <\/span>devices <\/span>in <\/span>DG <\/span>sets <\/span>with <\/span>capacity <\/span>of <\/span>125 <\/span>KVA and <\/span>above <\/span>b<\/span>y <\/span>a<\/span>l<\/span>l <\/span>the <\/span>industri<\/span>es <\/span>an<\/span>d <\/span>commercial <\/span>establishments <\/span>within <\/span>the <\/span>jurisdiction <\/span>of <\/span>the <\/span>state <\/span>of <\/span>Tamil <\/span>Nadu <\/span>except <\/span>the <\/span>cities <\/span>of <\/span>non <\/span>attainment <\/span>cities <\/span>of <\/span>Chennai <\/span>UA<\/span>, <\/span>Madurai<\/span>, <\/span>T<\/span>r<\/span>ichy <\/span>a<\/span>nd <\/span>Thoothuk<\/span>ud<\/span>i<\/span>, <\/span>is <\/span>further <\/span>extended <\/span>till <\/span>31<\/span>.<\/span>3<\/span>.<\/span>2022<\/span>. <\/span>Th<\/span>e <\/span>industries <\/span>and <\/span>the <\/span>commercial <\/span>establishments <\/span>in <\/span>th<\/span>e <\/span>n<\/span>o<\/span>n <\/span>attainment <\/span>cities <\/span>of <\/span>Chennai <\/span>UA<\/span>, <\/span>Madurai<\/span>, <\/span>Trichy <\/span>and <\/span>Thoothukudi <\/span>are <\/span>hereby <\/span>d<\/span>irected <\/span>to <\/span>comply <\/span>the <\/span>above <\/span>notification <\/span>immediately<\/span>.\u00a0<\/span><\/p>\n
